Rockstar has confirmed dual protagonists - Jason Duval and Lucia Caminos - in Leonida and Vice City. That is character and setting information. It is not a list of camera modes.
Public trailer shots often look third-person. That does not prove first-person is absent. It also does not prove a toggle exists. Both “yes, like last time” and “they dropped it” are unconfirmed until Rockstar says so.
