Character customization can mean dressing a story character, changing a hairstyle, adding a tattoo, or creating a new character from scratch. GTA 6’s published edition information supports some cosmetic content, but does not answer every question.
What Rockstar actually lists
Rockstar’s platforms and editions support page lists outfits and hairstyles in the Vintage Vice City Pack. The Ultimate Edition listing includes Vice City Styles, Sara’s Unisex Salon, Stock 305 Clothing Store and Electric Fang Tattoo Parlor. These are named product contents, stronger evidence than an unnamed outfit in a social-media crop.
The important limit is access. An edition bonus does not describe every base-game store, available look, in-game price, or which character can use each item. It also does not show a complete customization menu.
Four questions to keep separate

If a particular look matters to you, check whether it is a pre-order item, an edition extra or regular game content. Avoid assuming an edition’s named shop means the base game has no customization, or that every item in artwork comes with a purchase.
